Do You Need a CDL to Drive This Bus?

    Ask any district or shuttle operator what keeps them up at night and driver staffing is on the short list. Better than eight in ten school districts started this year short of drivers. The reasons are structural, the pay, the split shifts, the aging workforce, and the commercial license itself, which is a real barrier for a part-time job driving a few hours a day.

    The bus you buy decides whether your existing people can even drive it. And the line between a bus that needs a commercial license and one that does not is a single number, drawn in the spot most people get wrong.

    The rule, exactly

    The federal threshold is sixteen. A vehicle designed to carry sixteen or more people, including the driver, needs a commercial driver's license, almost always a Class B, with a Passenger endorsement. If it is a school bus, the driver also needs the School Bus endorsement.

    Seat count is not the only trigger. A bus over 26,001 pounds needs a CDL on weight alone. But for most small buses, the seats are what decide it.

    Count the driver

    The words that matter are including the driver. A bus built for fifteen passengers plus a driver seats sixteen people, so it needs the endorsement. One built for fifteen or fewer people total, driver counted, usually does not, at least on the passenger rule.

    That is why "under sixteen seats" is a sloppy way to say it. Fifteen passengers is not the line. Fifteen people, with the driver in the count, is.

    Why the number is a buying signal

    Put the shortage and the rule together and it becomes a purchase decision. Anyone on a regular license can drive a bus that seats fifteen including the driver, and that is most of your staff. Buy one seat larger and you have signed up to find and keep a CDL holder in the tightest driver market in years.

    For a church van run or a small senior shuttle, the right-sized bus is not the cheapest one on the lot. It is the one you can actually put a driver in on Monday.

    Check your own state before you commit

    The federal rule is the floor, not the last word. Some states set stricter limits, some endorsements carry extra testing, and weight can pull a bus into CDL territory no matter the seat count. Before you buy on the strength of the license question, confirm the rule with your own state's DMV for the exact bus you are looking at.
